THE PROBLEM

Lack of National Infrastructure & Funding

In most of Canada, there is no national organization to represent tenants, no unified advocacy to defend their rights, and no public funding to build tenant power. This absence leaves millions without a collective voice.

Isolated and Under-Resourced Local Organizing

Tenant groups (especially outside major cities) are doing vital work with almost no resources. Isolated and underfunded, they struggle to sustain campaigns, grow their movements, or connect with others facing similar challenges.

Unequal Rights, Uneven Protections

Without national standards, renters face a patchwork of laws that leave many vulnerable and disempowered. The lack of coordination undermines housing justice and weakens the fight for fair access.

OUR SOLUTION

Build a National Tenant Organizing Fund

The NTOF is a centralized, sustained funding stream to support grassroots tenant organizing across Canada. This fund will prioritize long-term capacity-building, regional equity, and the empowerment of communities most impacted by housing injustice.

Establish a Tenant-Led National Governance Structure Equity

Establish a transparent, democratic structure led by tenants from across the country. This body will guide funding decisions, shape national strategy, and ensure that the movement reflects the diversity and lived experience of renters nationwide.

A Platform for National Coordination

Develop the infrastructure for a unified tenant movement capable of advocating for national standards, securing major funding, and connecting local struggles across provinces. 

The primary objective of the National Tenant Organizing Fund (NTOF) is to establish a national funding source dedicated to tenant organizing.

This fund will provide consistent, accessible, and transparent financial support to both established and emerging tenant unions across Canada. It will also serve as a venue to foster cross-regional solidarity, strengthen tenant leadership, and lay the groundwork for additional elements of a transformative housing justice movement.

The Advisory Committee is currently surveying tenant union leaders from across Canada to help determine the fund’s initial priorities. We expect to publish funding eligibility guidelines and priority areas by the end of November, with the official launch of the fund tentatively scheduled for January 2026.
